Dr Caroline Gowing is a leading expert in culture and behaviour change working across Defence, wider corporate business, and the charity sector for the past twenty years. She specialises in the delivery of sustainable change programmes with a focus on driving senior stakeholder engagement and embedding behavioural change from the top down. She specialises in running intervention programmes with leadership teams focused on collaborative working, particularly at the interface of industry and government, with a speciality in working with senior leaders to drive change in behaviours from leadership to working levels.  

Caroline combines an academic focus on driving behaviour change, building on her PhD in Culture and Change in 2021, with a pragmatic application of skills and tools, into an evidenced approach helping organisations to implement change whilst retaining focus on business outcomes. Using expert facilitation she is able to work with an individual or group to draw out their understanding of a problem and solution and then take this forward to build programmatic products and implementable interventions that can be easily understood, persuasively communicated and that make change stick.  

Since joining JA Consulting in 2008, Caroline has worked for a range of businesses to support a large portfolio of clients, primarily focused on driving culture and behaviour change in complex organisational transformations. She has a particular focus on culture and behaviour change at the industry to MOD interface, using skills of personnel engagement, visualisation, planning and maturity frameworks. Since becoming a Director of JA Consulting in 2021 she has led change activities including supporting the DE&S ExCo driving Strategy Refresh, Navy Command and DE&S for culture change in availability programming in surface ships through Project Renown, supporting Portsmouth Naval Base on the delivery of a new operating model, and in the last two years supporting the submarine enterprise by driving changes in culture and behaviours as part of the transition to a Long Term Partnering Agreement with their industry provider, as well as supporting Navy Command’s Submarine Directorate operating model review. She supports these activities alongside driving innovation into the supply chain as an expert Net Zero assessor for Innovate UK, and working across Defence, wider business and the charity sector to embed sustainable strategies and change.
